1.The verbs 缺乏 and 缺少 both mean “to lack or to be short of somethingwhich one ought to have.” When It is not clear whether it is a completelack or not enough, either word will do.

2.When it is necessary to indicate definitely the lack of somethingor the definite quantity which is short of, only 缺少 can be used.
缺乏 can function as the predicate without an object, but 缺少 cannot.
